The most common cause of a heater that cycles on and off could be inadequate water flow to a dirty filter or closed valve. (See information on How to Backwash a DE Filter or Clean a Cartridge Filter).
If you backwash your DE Filter or clean your Cartridge Filter and the heater continues to cycle on and off the culprit could be reversed water connections, or a water pressure switch out of adjustment.
